Police in Marseille, southeastern France, confined the driver of a vehicle on Monday who collided with two transport shields in the city, killing one individual, however the episode was not being examined as fear based oppression.
The prosecutor for Marseille said later Monday that the driver had a letter on him that specified a psychiatric facility, so they were following that lead.
